Movement in the RC Ch. in Ger. to undergird nationalization of the ch. Real power of the ch. was to reside in bps. Johann Nikolaus von Hontheim (1701–90), leader of the movement, wrote De statu ecclesiae et legitima potestate Romani pontificis under pseudonym Justinus Febronius.
