(Falk Laws). Drawn up by Paul Ludwig Adalbert Falk (1828–1900; Ger. Minister of Pub. Worship and Educ. 1872); enacted by the Prussian diet May 1873; condemned 1875 by Pius IX (see Popes, 28) in encyclical Quod numquam; an expression of Ger. nationalism aimed at RCm, but put all relations bet. ch. and state on a new basis.
